Today, Senator Chuck Hagel and I will reintroduce an amendment that seeks to provide our men and women in uniform with the responsible rotational cycles they deserve.
We will be offering an amendment that requires our troops have a 1:1 deployment-to-dwell ratio for active units and members. This is a minimum floor. The Department of Defense's historic policy and current goal is a ratio of 1:2. Currently, Army units are deployed for 15 months with 12 months at home. It is not unusual for Marines also to have less time at home than the length of their last deployment.
This amendment is vital to the continued morale and effectiveness of our Armed Forces, which are breaking under the strain of unprecedented long deployments in combat zones.
Please email your Senators before today's vote. Encourage them to support my Dwell Time Amendment to support our troops.
This Dwell Time Amendment provides a safety net under our troops. However long a servicemember has been deployed, they deserve at least that much time at home. It is a very simple, common sense amendment.
In July, my amendment received 56 votes. We need just 4 more votes this time to pass this amendment, and I am asking for your help.
Please take a moment now, and send a message to your Senators to support the Dwell Time Amendment.

Americans aren’t just having a tough time seeing themselves pulling the lever for Republicans these days. Fewer are seeing themselves as Republicans, period...
The development provides another angle from which to view the party’s plight in being defined in the public’s minds by an unpopular president sticking with an unpopular war and a group of lawmakers on Capitol Hill who continue to serve up easy fodder for late-night talk shows.
It's the war, stupid.
Democratic pollster Jay Campbell of Hart Research, which works with Public Opinion Strategies on the NBC/Wall Street Journal poll, suggests that these shifts demonstrate the power that one overarching issue — in this case, Iraq — has to move the electorate.
Meanwhile, we have our regularly scheduled WaPo feature, the "feel sorry for me, I'm a GOP moderate" story running today.
On Iraq, Republicans who once might have yielded to White House appeals for unity are finding such salesmanship far less persuasive.
"My tendency is to try and be supportive of the president," said Sen. George V. Voinovich (R-Ohio), who is considering voting for Webb's rest-time amendment, which he opposed in July. "But if I have looked at something and studied it and conclude that that's not the right course, then I'm going to do what I do."
All of this has clearly weighed down the Republican Party. Six House Republicans and two GOP senators -- including independent-minded lawmakers such as Ramstad, Pryce and Rep. Ray LaHood (Ill.), as well as Sens. John W. Warner (Va.) and Chuck Hagel (Neb.) -- have announced their retirements.
At a gloomy meeting of House Republicans yesterday, lawmakers hashed over the updated list of retirements while leaders again exhorted their rank-and-file to get out and raise money if they do not want to be in an even deeper hole in November 2008.
We know that the GOP isn't monolithic, they just vote that way. They're feeling the heat and they read the polls just the same way we do. Check out those independents.
We know they are paying attention.
Rep. Jeff Flake (R-Ariz.) said a meeting that once would have been depressing has become so commonplace that it is now boring.
"People are taking very seriously the notion that Democrats are far ahead of us in having top-tier candidates for the White House and are well-positioned to defend their own on Capitol Hill," LaHood said. "There are no illusions out here."
So, despite the absence of illusions (h/t pastordan), they are going to... do what? Continue to lock-step march off the cliff? Sacrifice themselves in 2008 for Junior, one of the most unpopular Presidents in polling history?
What's up with Republicans? And what, exactly, is wrong with them? And don't tell me it's because Democrats haven't been nice enough to them.
"We haven’t found much movement with the Republicans. They seem to be sticking with the president," Senate Majority Leader Harry Reid (D-Nev.) said Tuesday. "I think they’ve decided they definitely want this to be the Republican Senate’s war, not just Bush’s [war]. They’re jealous. They don’t want him to have it as only his war."
If they can't stand the heat, they can get out of the kitchen. Or get thrown out before they break any more eggs.
