Update: Stupak passes, only 1 present vote (Shadegg)because the anti-choicers said they'd score a present vote as a no vote. Final vote: 240 to 194, 1 present.
Update: Reps. Diana DeGette and Louise Slaughter, co-chairs of the Congressional Pro-Choice Caucus, issue this statement:
Placing onerous new restrictions on a womans right to choose sets a terrible precedent and marks a significant step backwards. This effort will effectively ban abortion coverage in all plans, both private and public marking a significant scaling back of the options offered under existing laws. Such a terrible, last minute amendment to a critical, historic piece of legislation is a shame. This kind of outrageous interference in health care by the government marks a sad day in this struggle and will result in women across America losing the right to health care.[More...]
Update: 1 minutes left: 179 yes, 1620 no. The callers on C-Span are so stereotypical. The pros for the health care bill all have preexisting conditions. The anti's are all male, spouting false conceptions of the bill.
Update 8:00 pm MT: The recorded vote on the Stupak amendment just began. It will take 15 minutes. With 12 minutes remaining, the amendment is losing it's 88 to 67.
Original Post
Rep. Stupak just spoke on the House floor. He said his amendment does nothing more than apply the Hyde Amendment prohibiting federal funding of abortion. It says only no public funding for abortion and no public funding of policies offering abortion.
Rep: Diana DeGette: To say Stupak Amendment "is a wolf in sheep's clothing is an understatement." The Health Care reform bill does not spend one federal dollar on abortion. (Page 246, line 11.) Under the amendment, those obtaining insurance under the public optio, would not be able to receive an abortion, even if they buy the policy with their own money.
On the amendment's proposal that women obtain supplemental insurance to cover abortion: It is offensive to women. Should someone have to get supplemental insurance for cancer treatment? "This is a legal medical procedure and we should respect those who have to make that decision." "This amendment is the greatest restriction on a women's right to choose in our careers."
Others get 60 seconds or 45 seconds to respond. (They are speaking so fast it's hard to listen let alone type as fast as they speak.)
Nadler: This amendment discriminates against low or moderate income women, such as those who get tax credits for insurance on the exchange -- she can not get coverage with abortion. If she gets insurance under the public option, she can't get abortion coverage at all.
It's great to see Rep. Diana DeGette get out front on the opposition to the Amendment. No one has fought harder in the House for the right to choose than she has. It's interesting that the two sides cannot even agree on what the Amendment means. One side says it's only the Hyde Amendment, the other side it's much more than that. For that reason alone, it should be rejected.
Rep. DeGette closes: Plans in the exchange paid for with private dollars cannot offer abortion. Vote no.
The health care bill will pass tonight, Speaker Pelosi says the Dems have the votes. Stupak Amendment loses on the voice vote. A member asks for a recorded vote. Further proceedings on this amendment will be postponed.
Hopefully, this will be goodbye and good riddance to Stupak. I hope I never have to hear you from you again.
See updates above, since it passed on the recorded vote, we just have to hope it gets stripped from the bill at conference time.

Add to myYahoo! This is sickening. Rep. John Shadegg uses baby Maddie, a 7-month-old daughter of his Chief of Staff to the floor as a prop during the health-care debate in the House earlier today.
The Political Carnival writes:
I wanted to "spit up", and wished Maddy had.
Yes, John Shadegg actually used an innocent infant as a prop, spoke baby talk, and provided us with nothing more than what was most likely in Maddy's diaper at the time. And for this, he got applause.
The collective (im)maturity of the Rushpublic side of the aisle doesn't come close to measuring up to Maddy's level of sophistication. How utterly humiliating.
Henry Waxman made a joke and said: ?That was a remarkable child,? ?and a great ventriloquist.?
How could a father let his child be used as a prop like that? What would have happened if he hurt her in any way? The entire Republican Party is made up of fools, and I mean the staffers as well. And then there are the people who applauded this stunt ...
By the way, John Shadegg does have a somewhat checkered past, if you remember...

Add to myYahoo! Here it is. There will be 20 minutes of debate on the Stupak Amendment, and then, I assume, a vote. I'll be updating.[...]

Add to myYahoo! So the US Conference of Catholic Bishops care more about preventing women from having access to abortion--which is still legal, btw--than about providing healthcare access to millions and millions of the uninsured.
Catholics for Choice don't agree:
Jon O’Brien, president of Catholics for Choice, said:
"This is unconscionable. This tiny group of individuals has decided that their personal beliefs about abortion are more important than insuring millions of Americans who do not currently have coverage.
"We urge members of the House of Representatives to vote against the antichoice amendment. It is bad for American women and wrong for Congress to be deciding which procedures are covered and which are not.
"Catholics support healthcare reform and support coverage for reproductive healthcare services in that reform. The US Conference of Catholic Bishops has been on Capitol Hill claiming to speak for America’s Catholics. They do not do so with any legitimacy. Poll after poll has shown that the American public, Catholic and non-Catholic alike, does not want to see Congress play politics with women’s healthcare.
"American Catholics will not forget who held their healthcare hostage, and allowed it to be held hostage, when the elections come around in 2010."
Meanwhile, Bart Stupak crows over how he got his way with nothing more than a bluff.
He’s saying that health care reform does not have any bearing on whether the Stupak amendment passes or not. And if the 10 or 15 members he has on the amendment wouldn’t care if it passed or not, so can bet that, with enough leverage, they wouldn’t care if the amendment were held either.
Now, John Boehner’s on the floor calling the Stupak Amendment a shell game. And it is. But the shell game is that Stupak ever had 40 votes to take down the rule whatsoever. He clearly did not. He never made public the 40 names. By contrast, the Progressive Caucus had 60 names on a list claiming they would vote against any bill without a public option. But that wasn’t respected. Stupak was. Because the leadership calculated that progressives would back down, and calculated that Stupak wouldn’t. But Stupak simply didn’t have the votes. He admits that here.
...he also takes a shot at progressives:
"Now, I have not threatened that every time that we went to Rules Committee and we didn’t always get our pro-life amendments, I did not try to take down any rules. You have to pick your fights at the right time. You can’t be crying wolf all the time because you lose your wolfiness. You lose your credibility," he said. "So I’m not going to lose my credibility. So you use it at certain times when it’s appropriate."
Ironic, that being willing to completely blow up the most important domestic policy agenda of your president and your party is rewarded in our system. That's politics.
Update: The Stupak amendment is being "debated" now, if you can call the anti-choice side lying about the current bill a debate. There's still some time to make calls. Chris says target these members to vote NO on Stupak:
Baird (WA-03): (202) 225-3536
Barrow (GA-12) (202) 225-2823
Berry (AR-01) (202) 225-4076
Cardozza (CA-18): (202) 225-6131
Castle: (DE-AL): 202.225.4165
Cuellar (TX-28) (202)-225-1640
Matheson (UT-02) (202) 225-3011
Michaud (ME-02): 202-225-6306
Perriello (VA-05): (202) 225-4711
Pomeroy (ND-AL) (202) 225-2611
Snyder (AR-02) (202) 225-2506
Tanner (TN-08) (202) 225-4714
Visclosky (IN-01) (202) 225-2461
Wilson (OH-06) (202) 225-5705
And there are some Republicans who are extending their obstruction to this amendment. More power to them. I hope they recruit some more naysayers.

Add to myYahoo!I don't like to make non-substantive posts such as this one. But the comments in the previous article are getting a bit unwieldy, so I'll leave this up as a placeholder for anyone spending their Saturday night watching C-SPAN. The U.S. House is debating health care tonight and is expected to pass it. A previous 538 analysis had forecast that a bill much like the one under debate tonight would get about 222 votes. It looks like Pelosi may do a bit better than that, thanks to a sort of Faustian bargain on abortion. On the other hand, if she has votes to spare, she may will release some of her more vulnerable members, so anything from the bare minimum of 218 up to the mid 230s seems possible.
